Experience & education:
  • Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree; OR appropriate combination of education and experience.   
  • Project Management (preferably PMP) and/or Change Management and qualifications in Agile required
  • 5+ years managing significant technical projects.  More time in role does not guarantee promotion to this level.  Exposure and experience with the following:
    • Technology related project experience i.e. understanding of IT/infrastructure.
    • Change Management in complex environments
    • Environments which interface between different disciplines (one of which must be IT).
    • Resource management (specifically demand and capacity planning) 
    • Risk and Issue management
    • Complex reporting
  • Management experience in a multinational organization.
     
    Languages
    • Ability to communicate effectively in both English and Mandarin, both written and verbal
  • Knowledge, skills and abilities (KSAs)
    • Significant depth of knowledge in profession.
    • Highly competent in the use of a program/ portfolio management tools
    • Works independently.  
    • Excellent communication skills.
    • Can evaluate the readiness of a project team or organization and recommend the related training required to ensure the effective application of project management principles.
    • Works with extreme latitude on executive decisions and thought leadership.  
    • Resourceful, action-oriented with the ability to get things done and overcome obstacles.
    • Ability to influence, negotiate, and communicate with internal and external stakeholders, contractors and vendors.
    • Ability to turn around any-size troubled project in his or her industry

  • Build and manage the project schedule to match the commitments in the approved documents for delivering the scope on time and in budget with the quality expectations.
  • Manage communications across the Delivery Team and key stakeholders, running a defined schedule of team meetings and leading on communication.  Provides regular updates to executive leader or steering committees
  • Partner with other technical teams (i.e. architecture and security) to ensure requirements are met.  
  • Identify risks and institute adequate mitigation.  Provide communication with the program lead.
  • Develop a schedule of work which will ensure the agreed scope is delivered against required timescales ensuring that resources are allocated appropriately. Responsibility for ensuring all resources record their time accurately for capitalization purposes.
  • Responsible for the project being delivered against the time commitment, setting a baseline with milestones and managing risks and issues to ensure it is met
  • Identify dependencies and resolve
  • Manage the Opex and Capex budget for the project, ensuring the project does not exceed the approved budget. Manage invoice payment for the project.
  • Identify areas of improvement and ensure they are shared with the right stakeholders and form part of the closure procedures.
  • Comply with any governance requirements Production of required artefacts e.g. Project Charter, Risk and Issue logs etc. 
  • Provides work direction to team members, subordinates, contractors, vendors
  • Recommends delivery team members hires/terminations.
  • Coaches and mentors project teams
  • Mentor those in the profession on skills of leadership, methodology, tools, people skills and navigating politics.
