Description

•    The HR – Manager I, HRSS Payroll & Benefits is responsible for, but not limited to, processing payrolls for multiple companies/countries (Australia, Singapore, South Korea, Japan, United Arab Emirates) accurately and timely. 
•    Ensure compliance with Government local payroll laws and regulations. Design and manage employee benefit on annually basis. 
•    Work closely with HR PRP to implement local HR operations like on-boarding and off-boarding, P-file management, OT/Annual management etc.
•    Be the point contact of Singapore office to responsible for Office management.  
•    Constantly interacts and communicates with employees within and outside of function/segment, including at leadership levels. 
•    Independently interacts with established parties external to the organization.

 



Responsibilities

HRSS Management
•    Work with PRP to support Employees’ life cycle (on-boarding, off-boarding, promotion, transfer of Payroll and Benefits)
•    Assist in special HR projects as assigned by management
•    Manage Visa and work permit application and cancellation
•    E-Leave Portal and P-file Management

Payroll Processing
•    Cooperate effectively with the payroll vendors in the countries to ensure accurate and timely processing of payroll runs including salaries, benefits, garnishments, and taxes.
•    Review and validate timekeeping data for accuracy and compliance with company policies 
•    Verify and audit payroll changes entered by HRSS for processing with established deadlines.
•    Own benefits processes with local and global vendors (Pension Plan, Meal Allowance, Vacations tracker, Health Insurance, etc.), including the payroll implementation, renewal of Insurance Benefits and being Point of the Contact on Insurance matters.
•    Partners with our HR and Finance Teams, suppliers, payroll vendors, to resolve payroll issues and ensure that all taxing liabilities are properly remitted.  
•    Partners with our Finance Teams for payroll costs annual budget preparation.
•    Provide support to both internal and external audit inquiries.
•    Respond to employees with questions regarding their payroll and/or benefits information and troubleshoot and resolve payroll issues efficiently. 
•    Deliver quality customer service in a timely, accurate and professional manner. 
•    Maintain payroll support documents per internal policies and procedures.
•    Complete payroll reporting requirements per regulations.
•    Drive change by collaborating on procedures to streamline payroll processes.
•    Stay updated on State and local payroll laws and regulations.
•    Prepare and submit required payroll reports and filings, including tax forms and employment records.
•    Manage and ensure that HR and payroll data of employees in global HR and Payroll systems are accurate.

Office Admin Management
•    Take lead for Singapore Office Admin Management
•    Yearly laptop / IT equipment / corporate mobile phone plan management
•    Point of Contact for corporate mobile phone yearly plan renewal, Communication, etc
•    P-card Holder & Amex Administrator
•    Arrangement of employee's Milestone and Global Meetings & Visits
•    HRSS & Office related PR & PO & payments



Qualifications

7 years centralized payroll processing experience, preferred with ADP Streamline, ADP Celergo.
•    Understanding of, and experience with HCM systems, ex Oracle, SAP
•    Knowledge of relevant payroll, income tax laws, and regulations in a multi-country setting required
•    Experience with severance and relocation preferred
•    Excellent written and verbal English communication skills (Proficiency English Level) 
•    Strong understanding of payroll laws and regulations.
•    Detail orientated with the ability to multi-task and manage time effectively
•    High degree of accuracy and attention to detail
•    Strong analytical and data gathering skills
•    Knowledge and understanding of payroll processing systems and other related accounting principles
•    Culture of collaboration within the team: Enthusiasm for teaching and helping others
•    Passion for payroll and technology
